NRK
hatte einen Aufruf gestartet: Bis zum 15. September 2010 wurden über
700 Titel eingereicht.
Es gab keinerlei Beschränkung bzgl. der Nationalität der Teilnehmer.
Der Produzent der norwegischen Vorentscheidung, Per Sundnes, wünschte
sich für 2011 mehr Heavy Metal sowie die Bewerbung ehemaliger
Melodi-Grand-Prix-Teilnehmer sowie bekannter norwegischer
Künstler aus den 90er Jahren und auch Musik im Stile von Alexander
Rybaks Siegertitel "Fairytale". Aus jedem Semifinale
erreichten durch Televoting je 2 Titel direkt das Finale, und jeweils 2
weitere erreichen die Second-Chance-Runde. Außerdem bekamen die 2
fünften Plätze mit den höchsten Notierungen diese zweite Chance. In
der Second-Chance-Runde traten die Acts in Duellen an.
Eindeutige
Siegerin im Finale wurde die im Vorfeld bereits favorisierte Stella
Mwangi mit dem Titel "Haba haba".
